Oh boy! It's a confirmed bug with Windows 11 and networking gear from Killer and SmartByte. Both are owned by a small outfit called..... um... Intel and Dell.

As much as I want to rail on the part manufactures, sticking to the facts here. There is a known issue that messes with how the devices send UDP packets under certain conditions, including video streaming and some VPN software. (After posting the message above, YouTube was also a chore to run.)

There is a fix targeted to come out on Oct 12. Hopefully, we'll see some relief on that. I did roll back to Windows 10, like what @mefinsf did, but would love to have all of my entertainment options available to me when I do move to Win 11 full time.

Sources:

Microsoft Win 11 Known Issues (last one on the page)

Windows 11 known issues and notifications | Microsoft Docs

Some Media Outlets picking up on the story.

Windows 11 Killer networking bug may slow connection speeds in some games | PC Gamer

Windows 11 issues mounting, networking software may slow down internet speeds | TechSpot

Greetings team!

Ok. Having a fun little problem. I upgraded to Win11. This behavior is the same when doing an upgrade or a fresh install.

On Windows 10, everything works fine, including 4k streaming. I go to 11, same hardware and network, I get over 50% packet loss, and of course the stream is unplayable. This behavior is repeated on Luna, GamePass Game Streaming, and GeForce Now. I drop from my Wired card and tried wireless (just for giggles), same behavior. One of my USB hubs has a generic gig ethernet on it, so I gave that a try. Streaming services are fluid and working as intended.

I downgrade back down to 10 on the same hardware, everything is back to normal.

The built in networking on my laptop is a Killer E2500 for the wired (running driver 9.0.0.49), Killer Wireless AC-1550 for the wireless (running 22.70.0.6)

Anyone else with a similar config having problems with their streaming apps?

Crowd Play

So, crowd play. I love it, but when I try to join a streamer, it wants to kill me existing game session, disconnect my stadia controller, and start up a new stadia session.

Is there anyway that we can have Stadia detect and use an existing session to join the crowd play session?
