Cant share games with family, cant create google play family library

Hello there.

I can't get the family sharing to work on google stadia. In stadia family sharing setting it says: Oops! Something went wrong. Wait a bit and try again.
But no matter how long I wait, nothing changes. if I do it from my phone, it redirects me to create a google play family library first, and then it gives me an error code for that too. "You aren't eligible to create a family group". And nowhere can I find anything about this error, or but. In a reddit post more than 4 years old, someone had exactly the same error ( https://www.reddit.com/r/googleplaymusic/comments/60fdi5/cant_create_family_group/ )
so it's probably not a new thing, but it's funny that a completely different google service has the same thing.
Important info: just moved with my girlfriend from Hungary to Austria this summer. Everything was working before, then out here, i had to redo our google family, because we switched to the austrian play store. after a long time of trouble, i managed. but the playstore family library and stadia don't work.
We are both over 18. We are both under the austrian playstore. We are both members of the same google family.
And I am very confused, because 3 months ago everything was working. If anyone has any idea, let me know. and thanks.
