I already contacted them. They told me that Luxembourg is supported, but somehow not listed.

Hello Stadia Team,

I just contacted Google Stadia Help Support, and they mentioned that Luxembourg is listed as a country that supports google stadia, but it is not listed on your website. Please update it in your list of supported countries.

On top of that, we have 3 official languages, and in the past, we got the games when our bordering countries released them simultaneously in several languages, including the original languages.

Luxembourg is such are a small country that It might even happen that we are going from Luxembourg to Germany, France, or Belgium on the same day. We cannot always change accounts to play in those conditions. I want to get some further information about that issue.
