Just solved the topic. It wasn't a problem at all, just a wrong understanding by myself.

I had the "Chromecast with Google TV" connected, this is not working with Stadia.

With the "old" "Chromecast Ultra" it works now

Need now two HDMI-ports of the TV but that's ok.

The settings for the chromecast ultra do not give me an option to show the code for connecting the controller via the inactive mode.

Chromecast is up to date with the software

Any ideas?

(The controller connects perfectly to the Pixel 4 XL.)

Yes, I have this problem:

the cromecast setting does not have an option to show the code in the "inactive mode"....the controller works perfectly with the Pixel 4 XL, but without code on the chromecast the TV does not work of course
