Controller not recognizing valid code

I have my CCU and Stadia controller set up on the same wifi network (my Pixel as well), and for some reason when I enter the correct code on the controller it says its invalid (blinks orange and vibrates twice). The controller won't connect to the CCU or my phone despite re-setting both up several times. I've also tried a hard reset of the controller and also tried setting them up on my phones hotspot but no luck. After talking with Google they said the devices might not be on my networks whitelist, but I'm not sure that makes sense as when I connected the CCU and controller to the network I registered them both by their MAC addresses.

Any help would be appreciated!
