Adding another tip regarding this issue, it was the solution for me. I hope this will help anyone having the same issue.

I had the exact same issue using my mac. It happened suddenly after I updated to macOS Big Sur.
I'm using a Logitech G PRO mouse, I tried the chrome://flags things, disabling the mouse acceleration both in Chrome and in my Mac using command lines, and 3rd party apps nothing worked.

I downloaded Logitech G Hub and reduced the polling rate of my mouse and it worked!!

If anyone encounter this issue, even if it is not a Logitech mouse try the options mentioned above but try this too.
