Can Google recognize most people don't have high bandwidth like Netflix?

Even though the minimum bandwidth is 5mbp I hope Google may allow a 480p option to games like how Netflix offers their services. Many people who want to stream games off their phones or tablets don't need exceptionally high resolution which may help with those who don't have ultra fast speeds or even those who want to play game without interruptions like buffering restarts.
