Not sure what the problem is but it could be you are missing a valid payment option?

Thank you for your prompt reply. The problem is that it doesn't let me put or save my payment method, I tried paypal and my credit card and i got the same error msg : "An unexpected error has occurred. Please try again later. [OR-CAC-02]" I will try the stadia support chat. Thank you.

Hope you are getting things resolved.

Another option can be to configure your payment option within the Play Store, assuming you have a Android phone.
