What should I do if my friend steals money off my CashApp by using my phone pretending to call his girlfriend and he was a complete stranger and when I fell asleep stole 100 in actual cash money from the drawer and then while on my phone emptied the last 123$ by sending it to his wife that he was even using my phone for in the first place. And what should I do if a scammer that calls there self Amazon takes 75$ and upon me calling the real Amazon to obtain a reason for the purchase there records indicated that they never authorized any payments

For both regards I believe it makes sense if you contact local authorities (police) and figure this out. Especially the first scenario you described seem definetely like a crime to me. You second scenario I don't quite understand, but as I mentioned it's probably best you contact the police here to receive help, especially when you lost money due to crime or scam.
