Higher Latency In Afternoon (5pm ----) In Canada?

From the experience I've had in the last few days, I've noticed there's considerably higher occurances of stutters and resolution /frame drops in the afternoon as compared to all the other times of the day (I live in Canada). Is there a known reason for this?

Just to add to the above: As of right now I am unable to connect to Destiny 2 on Stadia. Connection went from "Good" this morning to literally being unable to connect (which is right now)

Odd...same here. But it happens closer to evening 9-10 pm it seems Lives in BC, Canada. Not sure if it's a network provider throttling bandwidth access? But then again I never really had issues on steam with my PC..
