Borderlands 3 Ultimate - family share

Hi,

I originally had BL3 standard on my account, shared with my family so my brother can play with me while I play on Steam. I purchased ultimate edition during the holiday sale, as I originally thought story DLC would be shared, however today we tried playing a DLC mission for the first time, and it says he didn't have access to the DLC. Is this expected behavior? If so, is there anyway I can transfer or refund the ultimate edition? As only the base game was used.

I know with some games the DLC is shared within my Stadia family.
Also the refund policy states something specific for DLC/add-on:

You can request a refund within 14 days of your purchase if there is less than 2 hours of play time across all accounts (family and personal). Games may only be returned one time, so if you return a purchased game for a refund and subsequently re-purchase it, you will not be entitled to a refund. This refund is only available for purchased games, and not for add-on content or services.

But I know some games do share DLC, so not sure why this game isn't working with sharing DLC.
You can also try to buy the DLC on your brothers account next time there is a sale.
