After purchasing games on the stadia store, can they be used even without a pro subscription? If it is possible in what way? Maybe by loading them on the pc? It seems to me that it is not possible to continue playing on the staff platform or am I wrong?

Yes you are! No not downloading games. But without Pro you still can play on Stadia.
