I assume the Stadia Premier Edition offer isn‘t just for USA but anywhere in the world?

Hey there!

The Stadia Premiere Edition is available in all countries where both Stadia and the Google Store are available. If the store isn't available in your region, you unfortunately cannot buy a Premiere Edition.

As @DaBaldEagul posted it has to be in a supported region but then again not all Stadia supported regions are eligible.
