Phone Link - No more than one virtual controller

Hi,

I have Stadia with Chrome Cast Ultra and Stadia Controller.

I have tested phone link as virtual controller with two android devices simultaneously. I want to play games like Trine and Cake Bash in multi user local mode with one stadia controller and two android phones.

In Stadia (on my tv) in config, I can see three controllers, but inside Trine or Cake Bash the two virtual controllers (the android phones) actually are the same controller so only two players can play at same time.

What am I doing wrong?

How many virtual controllers (phone/tablet android devices) are limited by account?

I don't see this question in Phone Link documentation page. (FAQ section) https://support.google.com/stadia/answer/10870063?hl=en&ref_topic=9495320

Great question which I don't know the answer to right now.
Trying to get things sharp:

You are playing Stadia on a TV with Chromecast Ultra

Stadia controller connected --> Player 1
Third party controller connected through Stadia Android app with account A logged in --> Player 2
Second third party controller connected with Stadia Android app with account A logged in. --> Also Player 2
But in Stadia itself you do see 3 connected controllers

Is this correct?

That's right but not third party controller (like xbox or ps).

Player 1: Stadia controller with account A logged in.
Player 2: Android phone with virtual controller (stadia app) with account A logged in.
Player 3: Another android phone with virtual controller (stadia app) with account A logged in.
In Stadia itself I see 3 connected controllers but inside Trine or Cake Bash two android phones are like one controller so only two players can play. Player 1 with Stadia controller and Player 2 or Player 3.
