Gifting a game to a friend who has Stadia already

What's the easiest way to gift a friend who has Stadia either a game or credit to buy a game? I've been playing BL3 with him co-op on Stadia and we've been having a blast with it, but we're gonna need a new game to play together soon and his birthday is coming up. Is Google Play via Android app the only way to go? I know he has an Android phone, but it would be great if that wasn't a pre-requisite for making this happen.

The only way at the moment is with a Google Play Gift card on Android device.
