No 5.1 from ARC or S/pdif to AVR

When my CCU is connected to my AVR I am able to get PCM 5.1 from stadia, but my current receiver does not have 4K passthrough so I tried plugging my CCU into my 4K TV and running a S/pdif to my AVR. While I get 4K res, I cannot get 5.1 sound. I have tried all the output audio options on my TV but nothing. I have a 500GB connection so bandwidth is not the issue. Anyone else had this issue?

I believe the CCU generates 5.1 in PCM format. If I recall correctly, ARC passthrough may only support certain formats, and varies from one TV to another. I don't believe ARC supports PCM.
