last night I made two video clips via the stadia controller (chromecast) but it still tells me "video clip creation" or "loading"

Several people have the same issue. There might be a surge of people recording etc. since Cyberpunk release. That might slow their servers down.

All we can do is wait.

This is a known issues at the moment.
They are working on a fix, until then please be patient.
