I can safely say I found the issue. I unpaired all the controllers to my Nvidia Shield. Then paired one ps4 controller. While it shows up as one controller in my Nvidia shield settings, it showed up as two on the stadia controller settings. When trying to play selected games on stadia, I assume it thinks the ghost controller is controller 1 of 2. So I'm unable to contoll certain games. If I remove the ps4 controller and the. Pair either the stadia controller or steel, then it works as intended.

First, thank youbfor the follow up. I found my issue. I have 3 ps4 Controllers and my Stadia app on my NVIDIA shield thinks there are ghost controllers for each physical controller.   I found an article with the same issue here. https://community.stadia.com/t5/The-Stadia-App/Ghost-controller-showing-in-my-stadia-app/m-p/73808   I unpaired each ps4 controller and paired my 1 stadia controller. Game controls work. However, I lose my ability to use my ps4 Controllers on my gforce now. Unless I keep pairing and unpaired to play stadia games.  Since I'm playing on a shield and use gforce now, I'm thinking on ways to keep stadia.
