I had the same issue, this is a network internet access problem. My SonicWall Firewall blocked the ports for the controller to communicate with stadia my Chromecast Ultra was in the Any Any allow rule from LAN (WIFI) to WAN but I also needed to put the controller in this any allow firewall rule. Just to be sure I also added the two devices in the intrusion prevention exclusion list. After this change my controller started working with stadia on my laptop, and my Chromecast Ultra. And it makes sense to me the controller is a Wi-Fi controller and It could not communicate with stadia, apparently the input is send directly to stadia. Hope this helps you guys.
