when you go to pay.google.com do you recognise that you have two payment profiles? One norwegian one and one UK one? You can see it in the top right corner, if you click on your name (arrow), there should be two profiles if you have already created a UK one.
If not, you would need to create a UK payment profile, which you can do with these instructions: Create and manage your payments profile
Once you've created a UK profile, try to add your UK card or payment method there. Once that is done, try again if you can renew or update your Stadia Pro.
If that doesn't work, try also to switch your country via Google Play Store if you have an Android device and then try again if it works, you can follow these instructions: How to change your Google Play country
If that is not possible, try to cancel Stadia Pro and once it has expired, purchase Stadia Pro again on the correct profile. You are not losing anything this way, your savings and games you have claimed are just frozen (see here). Here are the relevant instructions: Manage or cancel your Stadia subscriptions
If that does also not work for you, then you may need to close your Norway profile. There are some things you need to have in mind before doing so (consequences) and also this does only make sense if you definitely permanently moved to UK now. If you plan to return at some point to Norway, then I would recommend to keep the payments profile, you could also check out with the Google Pay team if there's anything else you can do in that case. I only suggest a closure of the old payments profile, because that would force your account to use the remaining (UK) profile, which then should cause no more issues to buy subscriptions with your UK payment methods.
