You should reach out to Google Play about the the credits that are expired or are going to expire. Also try to reach out to your old Credit Card provider as they accepted the refund on their side, there is not much else you can do about it.
The creditcard I used for most of my payment was also not active. After reaching out the bank they saw all the refunds and transfered the money to my bankaccount.

So your phone has a different aspect ratio which is the reason your screen has black borders. The only way to get around this zooming the image but you will lose screen estate.
I am afraid there is no solution currently, but please be sure to share your feedback within the Stadia app.

Is it possible to connect a 2.4GHz WiFi network with your controller to see if that solves the issue? Another thing that is worth trying is to restart your router.

Also the members are not final. You can remove and add family members. The only thing is when you join a family and leave again you won't be able to join a different family within a year. This is to prevent abuse.
