Is the Chromecast connected directly to the TV or through an old sound bar or something? If not connected directly to the TV, connect it to a port on the TV confirmed to support 4K HDR 60hz - sometimes not all ports on a TV support this though this is rare with models from recent years. Take everything between the TV and the Chromecast out of the equation. Also double check the input you're using has "Enhanced HDMI" or similar enabled, sometimes they default to an older standard for compatibility.
You didn't mention if other apps on the Chromecast will output 4K/HDR content correctly of if this problem is limited to Stadia.

This is the first time you mentioned Galaxy in the thread. The assumption that someone is on PC when accessing Stadia via Chrome is a natural one if nothing else is mentioned. If you just want to vent, go ahead, but you can't expect to get accurate help and then complain about it if you don't provide all of the relevant details. I tried my best to give some advice based on the incomplete information you provided, but I'm not going to continue to engage in arguing with you.

If it works perfectly on one device and not the other then logically how likely is it to be the fault on Google's end and not your device? Sure there is no shortage of complaints about stream quality about Stadia and every other game streaming service out there, what I haven't seen a lot of is "it works great on chrome but not on x". Actually my personal experience is I get a worse experience in Chrome all things else equal (wired connections).
Some possibilities:
- Your android device isn't up to snuff for it, and using the "experimental" option to stream. You didn't say what device you're having issues with.
- Your android device very likely has a much weaker wifi capability than your PC, if your PC is even on wifi and not wired - you didn't specify. Even if you're using the two devices in the same exact spot, different wifi capabilities and antennas can make a big difference.

If Stadia worked well for you before and has since changed for the worse it's very likely an issue with your ISP or local network (especially if you're relying on WiFi) as this isn't a complaint that I've seen very often on a general basis.
If you're on Wifi, you might want to look into using an app/software to do a site survey to determine the least congested channels you should be using. RF noise in general and WiFi congestion especially changes day to day as other people near us do their own things that muddy the airwaves around us.
I like inSSIDer myself:

Unofficial but the Stadia+ Chrome extension will allow you to use Stadia in Windowed mode. You have to be a bit tricky though.
Shift+Tab to access the Stadia menu and then click the windowed mode button that appears with the extension installed. Then you'll have to move your mouse outside of Chrome elsewhere on your desktop (such as to your other monitor), then use the controller to exit the Stadia menu NOT the mouse or keyboard. I've tested this and found that I can continue to play the game via the controller, while the mouse remains free to move about on the rest of the desktop using this method.
If you're actually asking how you'll get the game, it'll just appear in your Stadia library ready to go as soon as it's released. You don't need to do anything but wait for it to happen.

When you plug your headset into your PC, does windows actually recognize it as having 5.1 input channels? When you go to the properties of your headset sound output device, it needs to report more than two channels. The vast majority of "surround" headphones only take stereo input and then virtualize it into a fake surround sound. In this case, Stadia itself isn't going to be sending a 5.1 audio stream over since it'll only see your PC capable of stereo.

There were similar things happening around launch of Cyberpunk due to congestion caused by the initial release surge, Destiny 2 is likely running on a different cluster that isn't encountering the same amount of load. I'm not making excuses for the service, but I feel it's likely that the issues will probably subside after the tidal wave caused by the launch lessens a bit. For me, though, CCU has always worked better than Chrome so I find that bizarre that you have a very different experience between the two. Is the PC you play on Chrome wired and the CCU wireless, or otherwise have a spottier connection perhaps?

There are probably a lot of hops between you and the Stadia datacenter and it's impossible to guarantee the entire path will always have the same latency, or that the path itself even remains the same. Since you're on wifi, that's a whole other can of worms in terms of your local network latency since you can't control all sources of noise that might cause the need for extra packet retransmission (and extra latency) at various times.
I don't play Doom Eternal on Stadia but the "glitch" message is typically the game crashing, and not related to your network specifically. I would report this directly to Bethesda support.
You're not going to get any information about stuff like that on these community forums. In general, Google doesn't comment on future plans until they're ready to actually announce something.

Right now, using the Chromecast Ultra you do need a Stadia Controller for each player. You can connect an xbox controller to the Stadia controller but right now this will only mirror the inputs and isn't recognized as a second controller.
If playing on Chome with a PC, you can use other third party controllers.
When it becomes supported, it will just come in the form of a software update and/or the Stadia app becoming available on the Play Store. You won't have to buy a new Chromecast with Google TV.

As for the other way around, you probably just haven't enabled "enhanced hdmi" (or similarly named) on the input port either on your receiver or TV, so HDR and other high bandwidth features of HDMI are probably just disabled. Even on my TV/Receiver which are newer models than yours, you need to actually enable support for this stuff as the default is disabled. Since I use Sony and Denon I can't help you with specifics.

Are you positive the promotional text still appeared on the cyberpunk product page at the time you purchased it? The promo was ended across all regions early due to selling out, some regions earlier than others but as far as I'm aware the promotion sold out everywhere ahead of the promo end date.
If you're sure the promotion was still active at the time of your purchase then you'll have to take it up with support as nobody here has any visibility into your account.
