I posted the issue on the Stadia subreddit: https://www.reddit.com/r/Stadia/comments/s9sbf3/low_quality_on_pc/   It looks like Stadia is just bad on Chrome for some people.
Another update: I let my Stadia Pro membership expire since I wasn't using 4K, HDR, or surround sound. Now Stadia games look and play like garbage on the CCU and NVIDIA Shield too.  
1. It is a gigabit port with up to date drivers 2. The ethernet is CAT6 and it undamaged 3. There is no difference when I change the QOS router settings.   I added some videos to the original post.

I got RDR2 and Stadia Pro as part of their anniversary sale though I haven't been using it since the quality on PC is really bad. The games look great on CCU and Nvidia Shield TV. I use a keyboard and mouse so I haven't used Stadia much since I got it. I have looked though the forum and the subreddit and found many, many, many people that have had similar issues with Stadia on Chrome since launch which makes me think there is an underlying issue  that they are just unable to fix.
