As far as I can make out, game streaming exists in a bit of a grey area. Publishers and Devs obviously benefit from it otherwise they wouldn't toss out promotional freebies or brag about stream views for their games, so you can't even call it turning a blind eye. The streamer acts as a self employed community manager in a way, so they should have a solid protection. So yes, I do think streaming should be explicitly permitted in a license, because then the streamers are protected in case of idiot moves by the publisher. Whether that license should be paid for separately or included in a standard EULA is above my pay grade, but I don't see how charging for it could work in any way. But this is a monumental foot-in-mouth mistake for a platform that set out from the beginning to try and blur the lines between gamer, streamer and viewer.
If you mean save-game profiles, that's down to developers. If you mean different user profiles on the same Stadia account, it won't happen. That'll be separate accounts using family sharing.

Microsoft have already got 3rd party licensed peripherals in the hands of YouTubers for the Xcloud beta . The takeaway commentary for this will be Google can't even support their own gaming service on their new flagship TV product. This sort of mud sticks. Edit: My mistake, there is an ethernet adapter. Section deleted. Appreciate this isn't an issue with Stadia, but it's definitely an issue for Stadia.
There's absolutely no way Google are working to fit Apple's new streaming policy. If it's happening, it'll be a PWA (like Amazon's offering), as VP9 is finally supported in iOS 14.
