The issue all me and I feel pretty ridiculous for the whole thing. After playing Destiny 2 on and off for some time I had purchased the Beyond the Light I did not realize that that I was in a common area like the Tower. Yes I am my own worse enemy.
It was all me being in a common area that I was relating to something on the Cosmodrome if that makes any sense. It was not a glitch it was me really taking things in the wrong direction.
https://youtu.be/26JHANiAOlM here is a link to youtube showing real-time issues. Stadia support and Bungie have both been contacted.

I have been experiencing a ghost glitch while playing D2(only). This glitch affects the functionality of L1/L2 R1/R2. The glitch comes and goes. I have been troubleshooting this problem for the past two days but can't find a reliable fix. I am working with 5ghz Wi-Fi (only) on all devices listed. Google TV/Surface Go/HP Laptop. Not to get into the specifics of each device they all work seamlessly with every other Stadia game I have except D2. My issues with D2 controls seemed to come out of nowhere no network changes were made by me. My first thought was the controller performing a hard reset to factory reset and still nothing(at least initially). Google TV and Surface Go both had equal results. I thought I had solved the problem by plugging my controller into my Hp direct with a cord. Plugged in played for an hour, and chalked the whole thing up to misfortune. The next day plugged in direct to Hp. Same problem with listed button functionality not working. This time I went to settings for a custom-built inverting L1/L2 R1/R2 solved the problem and nothing changed when I switched back to default. Game time. Break hours pass. Back to Hp default controls not working repeated the process of custom to default and no go. I'm at a loss. Actually, I'm frustrated and committed to just using my Hp and learning to play D2 with mouse and keyboard, but I had the same problem, The exact dedicated button functions were mirrored on the mouse straight out the gate when attempting to aim and fire. Went back to Surface to Google Tv and eventually got it working again. Still at a loss and even more confusing is the screen read-out I am given. I am going to try and include images to help with the description. In the action screen lower left-hand corner there is a key. This key track characters Super Charge (L1/R1), Grenades (L1), Melee (R1), and special (B) (which can also be included in this tale) over time these abilities charge. You can normally watch this slowly build upon with gentle waves rolling up to the top of the boxed icon or left to right with Super Power. In my case no, I have a dull white that has a faint all-over pulse of off shade white until I depress L1/R1. That gives me a red pulse for grenades(L1), and the same for Melee(R1). Baffling? Did I glitch my D2 game? I almost deleted a character to see if that would bring a more permanent fix but just for the simple fact it works intermittently I can't bring myself to perform that test. Plus all the time and money I have put into D2 this whole scenario would be downright depressing if it weren't for my fixation on finding out what is causing this issue. Any suggestions at all would be welcome. One last thing I wanted to add some context to the images included. Pic(3) at the bottom has been pulled from google search to show normal gameplay, and it is good for comparison if not for the fact that the super is not fully charged showing yellow. The images at the top are stills of my real-time issue. Pic(1) top shows that red flash when depressing L1 for grenades and below Pic(2) is my Super fully charged. The top horizontal line above specials is usually yellow at this point. Think that's everything and if you did manage to make it through my attempt to cover all the bases in my description thank you.

I will keep this brief. Same ongoing issue. The only consistency at this point is Stadia, Destiny 2, and my Controler not working. What worked last night didn't work tonight, and what worked hours ago doest work now. I had resigned to playing Destiny 2 with a mouse and keyboard. Well at least learning how until I found out I am having the same exact issues. I am unable to Aim/Melle/Block/Throw Grenades and use my Super. What next Character Deletion?? You know I'm going there.

@AndroiFy so yes too answer your questions. To make a long story short I fixed this problem by plugging my controller in directly to a laptop logging in the stadia and starting to play. If you'd like the long version of the story feel free to continue reading. Now for tale about Troubleshooting because I just couldn't let this go. First my set up, I am working with two separate ISP. It's a long story but one I am using mainly for work. The wireless router is in the same room as my Stadia set ups. I am using an Ethernet connects on this router for work both work computers,  it is not using dual band. Now for Stadia I am using a 5ghz signal from a different ISP that's router is located in the other side of the house. I usually like to use the Google Android TV for ease off access but recently had an  started experiencing an issue using my headphones while playing while plugged into the back of the controller I can hear everyone in chat but they couldn't hear me. Went through a couple troubleshooting shooting steps to correct a situation didn't have any luck so I just started using my surface go with an HDMI direct connect playing Stadia on a browser while connected to my TV in my headset works fine for chat. Spend some time working with @codesplice on this and don't have the problem figured out didn't but in the end I found a way to play and talk to my friends so it wasn't that big of a deal. So last night while getting back on to play through the surface go or on it I noticed some button issues left and right shoot buttons weren't working I went through a controller hard reset went through a factory reset got back on went into game settings controller settings messed around with the buttons wasn't working logged out logged back in on the Android TV wasn't working same issues logged into a different game worked fine I noticed that the key in the lower left hand corner of Destiny was registering an L1 and r2 hit It would pulsate red so the controller was working just actually wasn't performing the action it needed to and on top of that my super which usually recharges automatically wasn't the grenades weren't recharging automatically really really strange so at this point I got on stadia community and I left this message and I told myself I was going to go to bed but that didn't happen got on to my work laptop switched to Wi-Fi and plugged my controller in directly and everything worked fine from there got back on to the Android TV Yes still working fine so the direct connect seem to fix things.

Strange when logging into Destiny 2 my Stadia controller L2/R2 stopped working completely. L1/R1 work I can see when I use them on the on screen key but the use like grenade for L1 dont charge. Neither does my super. It's like my player is frozen in time or something The controller is fine I've used it on other games and again I can see on the key it's located on a lower left hand corner of the screen a red pulse will show on the grenade icon when I press L1 but I won't throw grenades I don't have any it doesn't charge really strange It's like my player is frozen in time like I'm stuck in the tower almost any ideas at all would be helpful.

@codesplice well after performing a hard reset on my Stadia controller, as you suggested, I was able to restore volume on my TV. As far as the mic functionality I don't know at this point but I have a feeling that all issues were related. Many thanks, my friend!!!

I will give it a try and let you know. Lately, I've just been running an HDMI directly from my SurfaceGo to my TV bypassing the Google TV altogether eliminating all issues. Maybe the fact that I've been jumping back and forth from the Google TV to my SurfaceGo in such close proximity has caused some connectivity issues. I'll keep you updated on my progress as soon as I have a chance to do a hardware reset on the controller.

I am using built-in speakers on the tv when I am not using my headset(mic). This setup worked fine, and then it didn't. Additionally, when using the mic my audio does not broadcast now but Stadia still recognizes that my headset is plugged in. I can hear all the other players and game volume with the mic. Tested an alternative mic same problem. That setup also worked and then it didn't. Solved mic problem by connecting to Stadia through Chrome app and running an HDMI to the TV from laptop. The game volume would play through the TV using this method when not connected to the mic via the Stadia controller (no Bluetooth). Last connected to Stadia through Google TV (for convenience) and the game volume now does not work unless my mic is plugged into the controller. The volume works fine on all other apps on Google TV. At this point focusing on the most recent issue of no game volume coming through the TV while using the Stadia on Google TV I am not sure if my mic audio is now working for the game chat. I am going to continue to troubleshoot and will keep you updated with any progress made on my end. I know it seems like things are a complete mess over here, but usually, all things concerning Stadia run next to perfection. That is why I wanted to reach out for any thoughts, ideas, or suggestions from the community. Thanks in advance, and if any further clarification is needed please let me know and I will try my best to further explain the situation.
Turns out the issues my friend was experiencing are specific to the Galaxy Note 20 being used, and so they're is no ultimate solution at this point. I will try to keep you updated best as possible.

Recently I've been experiencing issues with my volume while playing Stadia on the Google TV. First it was a mic problem which consisted of Stadia recognizing my headphones were plugged in, me being able to hear other players, but they could not hear me. Switching over to play on Chrome browser solved this issue. Now my volume on my TV(via Google TV) won't play at all while using just Stadia unless I have my headphones plugged into the controller. Has anyone else been experiencing anything like this? I have unplugged the dongle to reset. I have not tried anything else other than adjusting the volume game chat, party chat, ext settings in Stadia itself. Again these problems only exist in the Google TV Stadia App.

I just experienced a mic issue using Stadia on the Android TV. I could hear everyone else, but they could not hear me. My mic was functional, plugged in to the controller and it was showing to be recognized on Stadia. I tried switching mics still same issue. My main mic that was given me issues I've used before on Stadia this way with no problem. I solve the problem by logging in the stadia on my laptop and playing that way It seems for me at least my issue is only with the Android TV right now. I haven't run any updates and nothing else has changed to my knowledge I'm going to try and reset the dongle and see what happens.

Just started working on this issue, and I would like to let everyone know what I have learned so far. First, thank you to @codesplice @TheRealTime and @PaulyShore  all great suggestions for troubleshooting this issue. Unfortunately, for my friend who owns a Galaxy Note 20 the fixes were only temporary. In the end, he emailed Stadia directly and was told that what he was experiencing was most likely an account-specific issue. That the engineering team would possibly have to get involved and a ticket was created. Still waiting on a response but wanted to give a possible alternative direction to look in. I am not sure of any of the specifics regarding why but will keep this discussion updated as I learn more.
Add me for Destiny 2, PUBG, or anything multi player. No mic no problem we'll figure it out. Thekeiths#6226
