I've been on-and-off with Ubi support for nearly a full month myself now with the same issue. Stadia is 'still looking into it' and Ubisoft hasn't been in touch in over two weeks other to let me know that 'even though the subscription isn't working for you in any way, we still can't extend it for you until we get it resolved nor can we reimburse you'.   I've just sent them this thread since this is the first I've heard about the issue being living in Flanders (hi!) to follow up and see if they can verify.   If so, they have to find a way to fix this - can't legally sell a service in Belgium that only works in Wallonia without disclosing that...
