This is so called "fraud" error. Unrecoverable meaning Paypal=Google red flagged you as person not just your account for life. I would not add new cards, absolutely no bank account, any personal information. Error means they started profiling you. When I added new card, they flipped power in house, probably for tracking purposes. Fakenamegenerator and gift cards purchased by strangers with cash is only option left for you after this error.
