I was also in the same boat. I just got off the chat with support and they said that they ran out of promo codes at some point and if you ordered after that time you don't get the code. This seems extremely shady to me because for me I received ads pointing me to the promotion and it was the main reason why I bought the game on Stadia (I have consoles and a gaming laptop I could have played it on just fine). Feels like false advertising to me. I get they were only giving away so many codes, but they should have indicated once the promo codes were used up, or stopped advertising the promotion at the very least. Google support insisted there is nothing they can do now and "tough luck", basically. I asked for the issue to be escalated and they will be getting back to me in 24 hours, supposedly. I will see how that goes, but I am really feeling like submitting a complaint to the BBB and anywhere else that seems appropriate.
