I would assume your devices are too old/slow to decode the VP9 video stream in software.
Chrome on Linux does not support GPU acceleration yet unfortunately. I'd advise against using that Chromium with VAAPI enabled, it's a very old version with tons of security issues.
@Halbheld Stadia uses VP9 (and likely AV1 in the near future)
Try opening a Guest session and log into stadia.google.com from there.
Stadia is using some pretty fancy WebRTC + UDP connections - make sure your OS and router don't block these. 
That basically rules out Chrome as the cause. Most likely it's your local network / your router's settings. 
Try logging in from a Chrome Guest mode window. Does that work?
You have to use the app for now.
Weird but at least now you know that Stadia is working as intended. Unfortunately some TVs/Receivers/Soundbars add a bit of lag (in certain modes, as it appears). 
Yes, it is your 1440p monitor. The 1080p->1440p upscaling makes things look really muddy. 1080p unscaled looks fine (and sharp).
We need more information from you. Where did you plug the CCU in (TV/receiver)? Where does your audio come from?
Your network issues could very well be caused by similar restrictions by your admin. 
What's your Chrome version?  
Try to log in in a Chrome guest mode window (=no extensions). Does that work better?
Unfortunately only 1080p on Chrome desktop for now.

Running Chrome 78 on Linux Mint here (ethernet, kb+m wired), no lag, no problems. Any lag is likely caused by your network (or the Internet), assuming that your CPU is fast enough to decode the stream in software. If you can watch 1080p videos fullscreen on YT it should be. 
I had weird mouse performance in Destiny 2 too until I found a tip to check your OS settings and disable any mouse acceleration while you play. That made quite the difference for me.

Yes, even better.   Wiring is still preferable though -> less input lag. 
Controllers need to be plugged into your PC for now, even the Stadia controller. Any HID-compliant controller should work via USB.
