Well, what I can say is that I have a much lower specs than yours, running Ubuntu 18.04, and it runs just fine, also decoding everything via software. Maybe the problem is something else, probably related to the network? I know the network speed is fine when tested, but maybe your router is not powerful enough to maintain the same latency with Stadia load? When I bough few years ago the Steam Link I couldn't play with my router because it kept topping it's memory usage and then it started dropping packages, so I replace with a more powerful ASUS router and it everything worked perfectly So might be some kind of hardware in the middle of your network (router/modem) that might be adding a bit more delay to it than it should. just a guess, of course!
But doesn't work also. No gamepad works on chrome, just firefox. And on the link you sent, clearly states: USB & Bluetooth connectivity on Google-chrome

Hi! This problem is not exactly with Stadia, but mostly with Ubuntu 18.04 and Google-Chrome. I have a Switch Pro controller connected with my computer with Bluetooth, and my Firefox recognize it fine (tested at https://www.html5gamepad.com) but google-chrome don't. Since Stadia (unfortunately) only works on Chrome I was unable to play using my gamepad (it doesn't recognize any gamepad connected). Anyone has any idea on what should be the problem? Thanks!

All the image that comes to you is basically a video, so if your computer is good enough to render a 4K video, it will be fine. Reducing the graphics quality will probably improve performance since it will stress your network less. Most performance related issues with Stadia will be network bound.
My order has not shipped, I still did no received the code, the arrival date is still marked as today or tomorrow, but I'm really doubting about this. And my credit card was charged on Saturday!
