Otherwise, I can only think to check 3 things: (1) Your ethernet network adapter in the PC. Is it gigabit? Drivers up to date? (2) Ethernet cable. Is it CAT6 or above? Any kinks or damage to the connectors? (3) QOS settings within the router. Have you tried turning these completely off to see if there's a visible difference?

For instance, a friend lives in an apartment complex and highly populated area, so they experience speed degradation on their home network because everyone else is using internet in that region (bandwidth loads are often "shared" in more densely populated areas). I, on the other hand, live in a house in a fairly suburban neighborhood and pay for faster internet. I experience no degradation in Stadia quality at any times that I've played, except when there's been a problem with my home network. Usually a quick reboot of the modem/router will do the trick.

Not quite sure what you mean by "card" but if a game won't start the first time in the Chrome browser, I would recommend making sure all extensions, ad-blockers, etc are turned off or try launching incognito mode to see if that solves your issue. Otherwise, the community probably needs more details about your setup to provide any further advice.
