Some monitors have multiple HDMI slots in the back, but they aren't all the same, especially some older monitors. My monitor has a Display Port and 1 HDMI that is HDCP 2.0+ compatible, and 2 other HDMI slots which aren't compatible. I had the same issue, and swapped it to the other HDMI port and was able to get 4K on the chromecast ultra. Usually the best HDMI slot is the first 1, or has a label on it signifying its different.
No such issues on the Chromecast device itself. 
For browser you will want the  vp9 encoding enabled. If you don't have that, its not going to look great.

You can check in chrome://gpu and check the section on Video Acceleration Information; if you don't have decode vp9 profile etc, then your computer won't be able to get the higher stadia streams to the browser, afaik. I've been trying to nail an issue I'm seeing in the last week, mostly playing Destiny 2, Beyond Light. I started playing on Chrome with wired Stadia controller near the beginning of the pandemic, and have had 0 issues; I have video card that supports vp9 and am lucky to live in a neighborhood that is relatively new but has gigabit fiber connection- my connection is regularly 650-840 MB/s dl, 750-850 uL, with about 14-18ms. I am wired to my modem. In the last 2-3 days I've been seeing jaggies popup as the resolution goes to utter crap; I see yellow for the status for connection, but it'll snap back into focus at 4k after 10-15 seconds. I've been monitoring my network during this time and can see a spike but the bandwidth is fine- in the past I have been able to stream and watch twitch/youtube while playing and those tabs/apps aren't affected by this at all. I'm not seeing anything in event viewer or other utilities. I haven't made any changes to the system, and literally no one else in the house is streaming. I even tried using stadia enhanced to see if it could limit this from happening, but no dice. Any ideas what could be next steps? I've done the regular power cycle / ipconfig flush type steps I do for other issues.
