It sounds like your Chromecast's version is not up to date and needs a update. What I mentioned above it the update process. Current version (what I have on mine) is 1.56.281627. can you check if yours have the same version or not?

Another option is to plug in the stadia controller and windows will automatically pick it up as a HID and let you play thay way.
Or are both @Samas and I not understanding what you are asking for? (Note: best play for feedback is through the stadia app or through stadia.com feedback page)

By any chance do you have apple private relay enabled? I ask because I found a post on reddit about the stadia controller not connecting to an apple device when that is on. Since you said restarting your router makes your phone and the chromecast detect each other so you can start a game. Either there is a currently unknown setting that is preventing the connection after start up (doubtful) or either the phone or the chromecast is not properly communicating on the network.
If you had another device (tablet or phone) to try it with first I would try to setup your account with that other device.

This could be due to a router setting prevention wireless clients from seeing any other client (ap isolation) or your chromecast ultra and your phone are on different networks.

In the Stadia App On your mobile device, open the Stadia app Stadia icon. Tap your avatar and then Purchases & subscriptions.

Do note that the action needs to be done on the account the purchase happened from and there are a few restrictions that prevent a purchase from being refundable. The restrictions are playing the game for more then 2 hours total across all family shared accounts and the game being bought more then 14 days ago. If either condition is true then a refund is not typically possible

Basically the person that is purchasing the game/bundle on their account needs to match the requirements of the terms.
