I just figured it out! Well I should say I found the post below and their solution worked for me! As a Google Fi member I had the Google VPN turned on which appeared to have been interfering with the connection to the controller. I'm having the EXACT same issue on my Pixel 2 XL. I'm a little happy that I've found someone who has the same problem because I've been searching for a week and hadn't found any one else articulate the same problem so precisely.  I also am able to connect to a Chromecast Ultra and my computer wirelessly with no issues, it's just when I try to type in the linking code for my phone that it blinks orange twice (while vibrating twice) then continues blinking white with no connection made. I've also tried uninstalling the app, updating the app, resetting the controller, and resetting my phone with no change.  Stadia App version 2.26  , I am running Android 11 beta 2.5 (July 2020 version). I've also submitted a bug report.
