No, that's not true. It cost to Google to deliver even 720p & 1080p. Probably endorsed by Pro Subscription / Games sales. And remind that Pro Subscription also gives free games each months.

if you purchase a game from stadia shouldn't the option of 4k be available regardless of pro? You do "own the game" through Stadia services.
No, that's also not true. When, for e.g. you buy a game on Steam, you don't "own the game" but the right to install it and play it through Steam. It's definitively the same for Stadia. Proof here. You can find more searching the net.

I believe that 4k should be available base on devices and not on premium. (The user should have the option to turn on and off 4k)
You shouldn't believe that. Pro subscription is a huge part that help Google maintains Stadia up. And as you said, you do want 4K, all of your messages is a proof of it, and if you want it, you'll pay for it (well, I'm not personally talking about you, I think you understand).

How about adding Google music to stadia so you can listen to music while playing your game? Worth it Pro feature & encourage others to use Google music since its included with their stadia pro.
There isn't many users that would want to pay for a Youtube Music integration while Youtube Music is free (atleast have a free part). You can already listen to Google Music / Youtube Music while playing Stadia.

Also Pro should be focus on actual user engagement features that they already have the infrastructure in place for: Just to give an example. Google drive: imagine setting aside storage to download portion of your game for offline uses, ( the same feature that let you download a piece of the game to start playing right away, while the rest download in the background on traditional console) only with stadia it's reverse engendered. That alone is a worth it pro feature. Cause you can play anywhere with out interruption of data.
Even if I think every idea is a good idea, this one has nothing to deal with the concept of "Streaming services" (that's the opposite of offline gaming !).

I can go on and on about features that could benefit Staida & make Pro engaging & i tell you locking 4k behind a pay wall even when you purchase the tittle isn't one of them.
Feel free to make some suggestions ! Suggestions are always welcome.
I understand how frustrating it can be, but you have to understand that if you want Stadia to work, like everything, they need ressources (money /o/). Other streaming services also have premium features increasing performances. Check Parsec / Parsec Warp for e.g.
