What happens when you click on this? And are your phone and the Chromecast on the same wifi network? Apologies if I'm walking this back, just trying to logically troubleshoot.

I would contact your ISP and ask them to monitor the line for cutouts and drops for a week, to see if this fixes it. Stable Internet, consistently, is what Stadia thrives on, even more than fast Internet. If you don't think this is the case, are you able to provide a step by step breakdown of what happens? For me, make it optional. You can allow cross play if you want to (would help with Raids on Destiny) or deny it to prevent cheats (Doom Eternal). Not that hard to do from a technical perspective (relatively speaking). Also, promote E-Sports on Stadia as the only platform worth considering. You cannot add mods, hardware, software etc. Its a completely level playing field.

At the Stadia connect, Google stated click to play was available on all Stadia compatible devices, and the graphic shown when they said that included a Chromecast. In addition, switching between screens on Stadia is a doddle. So yes, in every way possible!
So, what are we thinking. Quite frankly, for me, they could have opened, said "FROM Software" and dropped the Mic. And then came back in and added, "Oh, and Hitman. 1, 2 and 3".

This sounds like an issue for Googles professional trouble shooting team. A few quick questions though. Does this happen on all games? When pressing the Stadia button does your internet always show as excellent? Are the pauses the same distance apart? Put a watch next to you, if they are every five/ten/fifteen mins like clockwork then that could be something else taking the bandwidth like an antivirus software or a service trying to update. Is your SSID split on your router? 2.4 and 5ghz? Are other people /devices online? Or just Stadia? If more than one, try toggling them on and off and seeing what happens with each one individually. Have you contacted your ISP to check connection and see if they can run a test?
