Since the controller is already linked with the Chromecast you may need to prevent it from auto-linking to that device when you power it on. Instead of powering on the controller by holding the Stadia button for 1 second until it vibrates once, hold it a bit longer until you get two vibrations. Then try linking with your TV.

As you've found, Fallout 2 isn't currently available on Stadia (and even if it were, your Steam license for the game wouldn't transfer to a different platform) so I'm afraid there's not much this community can do to assist you with playing the game on your mobile device.

I don't think there's a way to use a Stadia controller connected wirelessly in the menu when playing via the Android app. This is because the controller isn't actually connecting to the phone (where the menu is rendered in the app) but rather directly to the game instance in The Cloud. Android doesn't know anything about the controller so it can't be used for local input.
The instructions for playing Stadia on mobile devices mention that you can access the menu by pressing the Stadia button on the controller but that you'll need to tap the device's screen to interact with it. https://support.google.com/stadia/answer/9609786
A workaround might be to connect the controller to your phone with a USB-C cable; the controller should then work fine for local input (though I confess it's been a while since I actually tested that).

The Stadia controller is not compatible with any sort of proprietary rapid charging technology like what is used by your Huawei P30. The Huawei charger doesn't follow the standard USB-C spec so it won't work which devices which adhere to it strictly.
In fact, the Stadia controller doesn't support any rapid charging as far as I'm aware (like USB Power Delivery); even when plugged in to a USB-C charger it won't charge any faster than it would with a standard USB-A charger - or a USB-A port on your computer.

The fact that you have the same issue with Edge makes me think it may be something to do with either Windows or another app, but I'm not sure what else to suggest to try to narrow that down further.
That certainly sounds like there's something screwy with the Comcast WiFi which is somehow preventing the Android TV box from functioning correctly while it's connected to the Comcast WiFi network.

My overall gaming experience has been positive so I haven't bothered using extensions to view the details of what's going on under the hood; as a result I can't testify as to whether I've been getting the hardware or software decoding.
So I'm not sure what other troubleshooting steps to suggest at this point, but I would encourage you to use the in-app feedback option to share your experience with the developers.
