For example: https://stadia.google.com/games/destiny-2
Are you using WiFi? If so could you check if you are using the 5GHz WiFi?
Also are you using Chrome as a browser to play? If so please try Stadia in a incognito window to see if that helps.

You are able to ignore this, this is not mandatory while setting up.
Could you try the following:
Google TV settings
App settings
Stadia app - Force stop
Stadia app - clear cache
Stadia app uninstall
After this reboot your Google TV and reinstall Stadia. Login with your account and at first don't set a PIN.
When this is done setup the kids accounts
A workaround is to use the kids phone and cast to Google TV.
Please let me know if this works.
