The Stadia family gives the option to share the games with other family members.
This way it is possible to buy a game and let somebody else play the game within your family.
But if you want to play the same game multiple times at the same time you need more licenses of the game. So if you bought a game twice within the family at all time 2 family members can play the game at the same time.
So for a single player game or the fact family members don't always game at the same time family sharing is a great value. But if you want to play the same multiplayer game at the same time you have to buy the game multiple times.

Sorry to hear your experience is not what you expected. On what kind of device are you playing? There are some tips and tricks to get the best performance, like using a unofficial plugin like Stadia Enhanced on Chrome to force VP9.
Please understand that Stadia is like any other console, so just with a PS5 you have to buy the games for it. I don't think this is dishonest in any way as it is pretty straight forward like any other console.
