I'm experiencing the same issue no troubleshooting steps work at the moment but a wild issue that is appearing sometimes.

In the Google Store I never saw the PayPal method, cards are the only solution.
Hi @Nerlo  You should check the page Stadia to see if in the future will be some discount or check here in community. They didn't announce any discount yet 
Did you try to check in the settings to reorder the buttons? Did you contact Stadia Support?
@Crom  I don't think is possible, unfortunately. I recommend you to send a feedback like I did, more feedbacks and Stadia team will add the feature.
