Please keep in mind that Stadia is only officially supported in the Chrome browser.

to have a stable streaming experience, Stadia is capped to 60fps.
I've no idea but maybe 144 Hz @ 4k would require an internet bandwidth which is usually not available.

these are a totally other kind of "developer" and "publisher". I know that's a little bit weird but Stadia seems to be not have any boundaries to Android.

I know that you can change it if it is in the same country, but if the country changes - I don't know. There are different fees for other countries.
