Try forcing h264 instead of VP9. VP9 isn't supported on older hardware, and the PC tries to decide the video stream using the CPU (wich isn't powerful enough)

But there are some unofficial builds of Chromium with va-api support. https://www.linuxuprising.com/2018/08/how-to-enable-hardware-accelerated.html?m=1
I'm afraid that your PC can't really use vp9 hardware decoding at all, or at least not at 4k, and so forcing with Stadia+ Means you are actually using CPU decoding. and your CPU isn't powerful enough... See more...

I've used Stadia in both my main PC and the Chromecast without isssues at all, then i tries to run It on a second, cheaper PC wich i use a media center connected to my TV, It has a ryzen 1200 processor and an RX 560. Sadly, the 560 doesn't support VP9 decoding and so i'm stuck at 1080p. Using the unofficial Stadia+ extension i'm able to reach 4k resolution, but in that case the decoding Is handled by the cpu, wich isn't powerful enough (and of course, it's unplayable) So... Why can't 4k be enabled for h264 codec too? I would use more data, but at least the gpu should be able to handle it
Stadia+ should be able to force 4k and VP9 decoding anyway, but beware: this way the PC will try to decode using the CPU. And that of course will not work well if the CPU isn't very powerful.
