The problem is that the current library is so small, people already have played with all of the games and want to know when they can expect more. It's a valid desire to know when you can play other games.  The platforms you listed all have huge libraries. Imagine if Netflix would have 10-12 titles on their platform. You'd want to know when the new ones are coming, especially if you had to buy some hardware to access them.  Mind you, I'm still going through my second game and I'm not even done fully with the first one yet. I also bought the 3rd one already as there was a sale, but I haven't even opened it yet. But there are people who played most of these games on other platforms and want to play with something new on Stadia. 
If you already generated it, it will expire in 3 months, but that should be enough for your friend to get back from vacation and activate it. 
Is there a chance something is wrong with your ethernet cable? That might be another explanation.

Bumping this thread as I'm having the same issue, and I've heard from others that their L2 is stuttering or gets stuck. Mine started it after 2 weeks, and my aim gets triggered constantly when playing D2. I indeed see a bigger gap between the buttons on the left compared to the right, so I'm guessing it's a hardware defect. I talked with support. They said I can choose between returning the whole bundle and getting a new one or getting a discount on ordering a new bundle. I'm waiting for a call from a senior support manager to confirm the details, but I hope this hiccup will not take several weeks, and I'll get my new bundle in the next few days after returning my old one... Edit: We tested it on laptop and interestingly the button didn't exhibit the issue there. We just ordered a new controller (wanted to anyway) to test the CCU with it, and we'll see what's causing the issue. It looks like it wasn't the L2 button after all, but we'll continue to test it on laptop to see if it comes up again.

When I read what you wrote, I was like you're right, but then I checked the description of the games.  We got Destiny 2: The Collection, which includes all campaigns, expansions, annual pass etc., but it says no where anything about the digital deluxe edition, which I think is not included in The Collection bundle.  Edit: I wish we had the Digital Deluxe though. Eris Morn ghost shell looks dope.

I just realized that today too. I was talking with customer support for the last hour to figure out the issue and here's what worked for me: First, I asked customer support to switch my store to the UK one, but then I still couldn't buy games even though I saw the prices in GBP.  Then, I went to https://pay.google.com/ and checked which profile I was using. Pressed the down facing caret on the top left and switched to the UK payment profile. Then, went to the Google Play Store Settings -> Account -> Scroll down and selected United Kingdom as country. I was also part of a family library with my wife, which I had to leave first to be able to switch countries.  After this, purchases started working.  
I just went to https://stadia.google.com/home and I could sign in with my google account. Then it already went through the country screen and asked for payment details.

I have the same issue. I lived in the US before, but moved to the UK a couple of months ago. I ordered Stadia in the UK and have a UK bank card. Initially, it didn't let me finish the setup, but I could finish it on my laptop.  I'm fine with staying in the US store, but if I eventually change country, do you think I will lose access to the games I've purchased?  I also don't know how this affects the server connection. I guess my client will be connecting to the London servers nevertheless, but are there different instances of the games running in EU and US (as for example in Overwatch)? I'd want to play with people in the same time zone and with friends.
