Chromecast Ultra can decode the VP9 codec that is used for Stadia, while non-ultra Chromecasts cannot. My guess is that either other codecs (h.264) are enabled for Stadia, or non-ultra will not work with Stadia, even at 1080p. Bear in mind that at the moment anything that could degrade the user experience (including cellular connection) is not allowed, and h.264 would have higher lag and lower visual quality.
