There is no information about a Stadia port, but as Ranma already said, the brand is owned by Microsoft and it is highly unlikely that you will see it on other platforms than PC. So far, it only confirmed to drop in the Microsoft Store, on Steam and within the XBOX Game Pass.

The Stadia version of FIFA22 comes closest to the Series S version, so it is def. "Next Gen", or better: Current Gen. But keep in mind that the PS5/XSX version still has some advantages in terms of image quality/clarity. Still, the Stadia version is a go-to and a great iteration.
According to the second part of your post, I agree and would like to motivate you, to drop feedback directly through the Stadia app.

If you want to go for a quick but ugly solution, order some heatsinks for a Rasperry Pi along with thermal tape.
Simply attach them to the outside (both sides) of your CCU and help it to dissipate the heat. That does wonders

Could you try your old gamepad with Stadia on PC? Then we could sort out wether it is the controller or the Stadia version that feels odd for you.
I am personally very interested in this because I struggle with the Stadia controller in R6 myself while I love it in e.g. DOOM Eternal.

Mouselag, or problem 2, can have different reasons but I have to say that I am no expert since I use the controller.
You can try a wired mouse if you have one at hand. It's a good starting point as the 2.4-net was the reason for problem 1 as well.
WiFi4 is not optimal (especially when it comes to latency) but it should be more than good.
