Is there a reason why the Stadia controller won't connect wirelessly to Pixel 5? I could connect wirelessly to my Pixel 3 without any problems. Any tips?

Two things first.
1: make sure your controller is on the same network as your phone.
2: you are not on a hotspot. Hotspot is not officially supported and may not allow the phone and controller to link.
With all that in mind, have you tried starting the game first then on the following controller code screen linking the controller to your pixel 5?
I have the same phone and I just did this to confirm it does indeed work.
What do you mean by make sure controller is on same network as phone? Doesn't it automatically do that when you put in the linking code that is on your phone screen?
The linking code is ment to allow you to swap devices while using the controller. The reason why you need to enter a linking code is mainly to support multiple user accounts on the chromecast ultra while also allowing your controller to have more direct access to the game servers.
I asked you to make sure your controller and phone are on the same network (wifi) as one another mainly due to hotspots not being officially supported.
Other then that, I would try starting the game first then putting in the linking code on the controller
