I ha e two chromecasts and I want to use the same Stadia controllers on both of them. Should be as easy as just entering the code for the right chromecast and be good to go. But when trying the controller starts Stadia on the wrong TV so do I need to unpare the controllers each time I switch where I want to play? Happy holidays!

Don't think there is a solid solution but a workaround.
I have setup and connected my Stadia controller with Chromecast Ultra #1.
So if I want to play on #1 I just turn on the controller and wait until it is connected and boot up Stadia.
If I want to play on Chromecast Ultra #2 I take my mobile phone and open the Stadia App and I cast the game I want to play to #2. Then the game will boot and it will ask me to connect a controller. I take my controller and power up the controller and type the shown code on my #2 within a few seconds after turning on the controller.
Now it will connect to the #2. It is not ideal but it works.
After this you can use the Controller with #2.
If you turn the controller off and turn it on and will connect automagically
to the #1.
