I have gone thru the procedure to set up my controller with WiFi, on my phone. Everything went well to that point. When I then open the stadia app up on the chromecast with Google tv,I do not see a code.I then go into settings on the chromecast, go thru all the procedures and still cannot connect. The white light on the controller is flashing, so waiting to connect. When I put the code in the controller vibrates but does not connect to the chromecast. I'm ready to throw the controller in the bin at this point.

The Stadia controller has bluetooth but this is only used for setting it up with your mobile device.
As @MrVacca already pointed out, try resetting your controller - I would recommend the factory reset:
When you factory reset your Stadia Controller, all Wi-Fi login information is removed from it.
Note: After you perform a factory reset, you'll need to set up a Wi-Fi connection again in the Stadia app to play wirelessly with your controller.
Other thing you should check is if your controller is connected to a 2.4GHz WiFi. 5GHz should also work but I encountered some issues so I did connect it to a 2.4GHz without issues.
I have tried the factory reset. As I have started in a previous reply, I am sending the controller back to Google. I tried multiple ways to connect with the Google assistant, but nothing worked.

Hello I have solved the issues for now : i had to disabled the mode "Airtime fairness" on my Asus Router
Apparently, this have caused several preceding issues with 5ghz and my google tv chromecast but not with my PC
It seems to works much much better now

I have tried this multiple times, but still no luck.I have also tried to connect the controller to the chromecast to control that via Bluetooth, but when searching for Bluetooth devices the chromecast cannot find the controller. I then arched for the controller on my phone, but that to could not find the controller. I'm not sure Bluetooth on the controller is working.
@highburyjack - Just to clarify, you tried connecting the Stadia controller to the Stadia app using the linking code after doing a hard reset as well? Or are you trying to find the Stadia controller using the Bluetooth settings on your phone?
I have in fact tried both ways. I have this morning contacted Google, I ran through multiple ways of connecting with them. None of them worked, so I am sending the controller back to them, they in turn will send me a replacement.

Hello HighburyJack, I'm having the same problem with my 3 controllers right now. Nothing wrong with them. Google TV Chromecast link code is not refreshing and that's the problem. The controller responds with a message of wrong link input (blinking orange twice then white again).
Not sure how to solve. Resetting the GGtvCU didn't change a thing. I'll try deleting the app and reinstalling.
Sad... I wonder how long it will take for this to start showing up on the fancy LG tvs
Alright, I've solved it. The Google tv Chromecast app doesn't refresh properly the link code and the controller could never link, doesn't matter how many times you reset, get a new one, dance Macarena in front of a billionaire. Nothing magical will work.
The only work around this glitch is to uninstall the stadia app and reinstal immediately. Then the link will update and you can connect your controller.
Sad to lose a potential stadia player. I wish you well.
Same issue here, even with factory reset, uninstall and restart, it's not available...
Please share some clues for fixing it
I know that the controller connects directly the stadia servers and i don't have issues when my connection is optimal (during the morning or noon but not after six o'clock). But no issue on PC.
Do you thing this can be related to the connection stability ?
If possible change WiFi settings to 5GHz instead of 2.4 GHz
