yes this is supported, I tried it myself with my BF. I have a founder's controller and bought a second one for him separately. When I am starting MK 11, he can join with his controller and then we are able to play 1vs1 together local (both sitting on the same sofa haha). So yeah, this is working pretty well.
I have not tested other games, but MK 11 and Samurai Shodown were played well with those two controllers.

I'd like to play local multiplayer on the same tv, two controlers, but I'd much rather buy an xbox controller than a stadia one. Anybody knows if it works?
@ISJ No, only the Stadia controller will work wirelessly for gaming on Chromecast.
(You can use a special "tandem mode" to daisy-chain a non-Stadia controller through the Stadia controller's connection... but you'd still need two Stadia controllers for two players.)
