I have an old cellphone (Galaxy S4... I know it's old, planning on replacing it early next year) and thus I can't install Google Stadia to claim my user and do the setup. I have a PC where I thought I could do the setup through Chrome, but it doesn't seem to be the case.
Can someone provide me advice?

There isn't (yet?) a way to proceed without the Stadia smartphone app. It's needed not only for registering but also for linking the controller to your WiFi and Chromecast, purchasing/claiming games, and also managing preferences like streaming quality.
For now, your best bet may be up borrow a phone from someone else, add your Google account as a secondary user profile, install Stadia, go through the setup, and then delete that profile from the phone.
Wow that is massively disappointing. How come don't they support Chrome Cast from the get go -_- or even older version of Android. Google Home runs on older Android
I was kinda tight on budget for awhile to switch phone... and I had a great plan that I didn't want to change. Asides from the battery , honestly the phone is doing great. Not even a scratch on the screen!
Anyway point is, I am sitting with a Stadia I can't use at all... Extremely upset.

I was able to run both the Google Home app and the Stadia app on a Windows 10 PC running BlueStacks.
It does however require that you have Bluetooth (as this is used to communicate with the controllers during setup only), and also you'll need to have a location defined in BlueStacks since location services are used during the setup procedure.
@Mad_Dog_Bravo That's great to hear! I wasn't entirely sure if the Bluetooth magic would work inside BlueStacks. Thanks for testing!
Try downloading an Android emulator like bluestacks, install the Stadia app there and do what you need to.
Either that or borrow someone's Android or iPhone to get it done real quick. Best option is to get on upgrading that phone though, you’re severely hamstrung without quick use of the app as you won’t be able to even buy a game or claim your Pro games.
